The Pre'amble.

 The preamble to the United States Constitution.


"We the people of the United States, in Order to form a more perfect Union, establish Justice, insure domestic tranquility, provide for the common defence, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this constitution for the United States of America."

What is a preamble? Simply put its an introduction to a work. 

In the 1828 Webster dictionary we find the word defined in the following manner.

Pre'amble, noun [latin proe, before, and ambulo, to go.]

1. something previous; introduction to a discourse or writing. 

2. The introductory part of a statute, which states the reasons and intent of the law. 

Pre'amble, verb transitive to preface; to introduce with previous remarks.


So the preamble is the "the reason and intent of the law to follow." 

It's not part of the law.
